Dogs are dirtying the streets of panaji, dog owners should pay a fee

a senior citizen in panaji, goa was complaining that the dogs are dirtying the roads, and streets of panaji, with their excreta
This makes it difficult for senior citizens and others to walk on the roads
Since the dog owners are creating additional work for the muncipal authorities, they should register their dog, and pay an annual licensing fee
In foreign countries, dog owners are expected to clean up the dirt of their dog in public places
In goa, some muncipalities have started charging a fee, of Rs 300 annually, However this is very small, since most of the dog owners are wealthy and may spend Rs 1500 or more on the dog food itself monthly
